  17. <p>After the political maneuvering, Japan gets a new Foreign Minister
  18. </p>
  19. <p>     For a few hours, it looked as if Prime Minister Kiichi Miyazawa
  20. would weaken his political opponents in a shrewdly orchestrated
  21. maneuver. When Michio Watanabe, 69, announced he would resign
  22. from his post of Foreign Minister owing to poor health,
  23. Miyazawa offered the position to former Finance Minister Tsutomu
  24. Hata. Hata heads a rebellious faction in the ruling Liberal
  25. Democratic Party and has hinted that he might create a new
  26. party. Miyazawa apparently thought he could distract Hata from
  27. his cause by luring the renegade into his Cabinet with a
  28. prestigious post. Hata, however, declined the offer, saying he
  29. wanted to "stay in the field to pursue political reform." The
  30. post then went to a former Trade Minister, Kabun Muto, whose
  31. appointment is unlikely to change Japan's foreign policy.
